Background

In relation to its country performance assessment, the Asian Development Bank Country Assistance Plan 1999-2001 makes the following observation concerning environment and conservation in Pakistan: "Although the National Conservation Strategy and the Environment Protection Act, 1997 provide the legal foundation for environmental management in Pakistan, little has been accomplished over the past decade. Challenges ahead are how to increase accountability in managing natural resources and environment and strengthen enforcement. The major constraints are lack of official authority over environment-related activities, small budgets, shortage of experienced staff and, above all, little awareness of the ill effects of a deteriorating environment." This assessment sets the context within which the Khirthar National Park Baseline Environmental Study was conducted.
